Fischer sponsors HAULS Act to support transport of agricultural products

U.S. Sen. Deb Fischer (R-NE) on Dec. 17 proposed legislation that aims to help bolster the safe transportation of America’s agricultural products.

The Haulers of Agriculture and Livestock Safety (HAULS) Act of 2025, S. 3552, would eliminate the requirement that agriculture and livestock hours-of-service (HOS) exemptions only apply during state designated planting and harvesting seasons, according to a bill summary provided by the senator’s staff.

“Nebraska’s farmers and ranchers feed and fuel our world, but burdensome regulations make it harder for their goods to be transported,” Sen. Fischer said. “That’s why I’ve introduced the HAULS Act to ensure that Nebraska’s ag products reach consumers in a safe and timely manner.”

Additionally, S. 3552 would amend and clarify the definition of “agricultural commodities” based on feedback provided by agriculture and livestock organizations, and would authorize a 150 air-mile exemption from HOS requirements on the destination side of a haul for ag commodity haulers, the summary says.

The measure has been referred to the U.S. Senate Commerce, Science, and Transportation Committee for consideration.
