U.S. Reps. Randy Feenstra (R-IA) and Julie Fedorchak (R-ND) recently applauded action by the U.S. House of Representatives, which on May 13 passed their bipartisan bill to permanently allow the nationwide year-round sale of E15 fuel.
“Farmers have been demanding open markets to sell their crops, and by permanently allowing E15 to be sold year-round in every state, we are securing a major victory for our farmers, producers, and rural communities, after more than a decade of gridlock in Washington,” Rep. Feenstra said.
The congressman in December 2025 cosponsored the Nationwide Consumer and Fuel Retailer Choice Act of 2025, H.R. 1346, alongside bill sponsor U.S. Rep. Adrian Smith (R-NE) and 28 other original cosponsors, including U.S. Rep. Angie Craig (D-MN).
The House voted 218-203 to advance H.R. 1346 to the U.S. Senate, which referred it for consideration to the U.S. Senate Environment and Public Works Committee.
“North Dakota farmers have been asking for this for years, and today the House delivered,” said Rep. Fedorchak, who signed on as a bill cosponsor in January. “Year-round E15 is a win for North Dakota farmers, ethanol producers, American energy security, and families looking for more affordable options at the pump.”
H.R. 1346 would remove outdated regulatory barriers that currently prevent the nationwide sale of E15 during summer months, establish a permanent nationwide standard for year-round E15 sales, and reform the Renewable Fuel Standard.
Among several provisions, the measure also would direct the Environmental Protection Agency to modernize fuel infrastructure and labeling regulations to support expanded access to E15 nationwide, according to a bill summary provided by the lawmakers.
“As co-chair of the Congressional Biofuels Caucus, I was proud to help craft and advance this legislation alongside a strong coalition of Midwestern members,” said Rep. Fedorchak. “It strengthens demand for homegrown American energy and provides more reliable markets for our producers at a time when agriculture is facing significant economic pressure.”
Rep. Feenstra, who earlier this year was appointed co-chair of the E15 Rural Domestic Energy Council, said full implementation of E15 is projected to save drivers up to 30 cents per gallon on average and as much as $20.6 billion in annual fuel costs, while also boosting the domestic market for corn.
“The impact is real: nationwide E15 helps our farmers sell more of their crops, lowers gas prices at the pump for drivers, and secures energy independence for our country,” Rep. Feenstra said. “I am proud to have led on achieving legislation that ensures Americans can fill up their tanks with lower-cost E15 while providing our farmers with an expanded market for their products.”
