Garbarino, Evans applaud House passage of their homeland security bills

The U.S. House of Representatives on July 13 advanced bipartisan legislation to the U.S. Senate offered by U.S. Rep. Andrew Garbarino (R-NY) and another bill led by U.S. Rep. Gabe Evans (R-CO) to update the Transportation Security Administration (TSA) and refocus the Office of Intelligence and Analysis (I&A).

The two bills were among 10 bipartisan bills approved by the House on Monday that previously were advanced by the U.S. House Homeland Security Committee, which Rep. Garbarino chairs and on which Rep. Evans serves.

The House passed the Reimbursable Screening Services Program Extension Act of 2026, H.R. 9391, which Rep. Garbarino sponsored on June 23 alongside cosponsor U.S. Rep. Nellie Pou (D-NJ) to expand TSA’s Reimbursable Screening Services Program (RSSP) and extend the pilot program to increase airport screening capabilities and ease congestion at main security checkpoints.

“In the 25 years since the Sept. 11 terrorist attacks, both the threats facing our nation and the demands placed on our aviation system have evolved drastically. We have a responsibility to ensure America’s aviation security can keep pace,” Rep. Garbarino said. “The best security measures are those that protect Americans while minimizing unnecessary burdens on the traveling public. 

“Passing the Reimbursable Screening Services Program Extension Act of 2026 is an important step toward ensuring TSA has the resources needed to succeed in its no-fail mission and delivering a more seamless travel experience for the American people,” he noted.

The House also approved the ELO Realignment and Strategic Engagement Reform Act of 2026, H.R. 7574, which Rep. Evans sponsored on Feb. 13 to eliminate duplication within I&A and streamline engagement with law enforcement partners by providing for the reorganization and realignment of the Engagement, Liaison, and Outreach Office of the U.S. Department of Homeland Security.

“As a former cop, I know that keeping our communities safe requires strong partnerships, timely intelligence-sharing, and making sure law enforcement has the tools they need to do their jobs,” Rep. Evans said. “The ELO Realignment and Strategic Engagement Reform Act will help strengthen coordination between federal, state, and local agencies, strengthen information sharing between frontline law enforcement and federal intelligence officials, and improve efficiency.”
