Bipartisan bill offered by LaHood, Moolenaar seeks to secure, protect American AI

The National Security Agency (NSA) would be required to develop an AI security manual to defend American advanced technology against foreign adversaries under a bipartisan bill introduced on June 11 by U.S. Reps. Darin LaHood (R-IL) and John Moolenaar (R-MI).

“The Chinese Communist Party is aggressively targeting the United States’ advanced AI technology to undermine our national security,” said Rep. LaHood. “As AI becomes an integrated part of society, Congress must ensure that the United States fortifies our technology defenses and remains the undeniable leader.”

The Advanced AI Security Readiness Act, H.R. 3919, which Rep. LaHood sponsored alongside three original cosponsors, including Rep. Moolenaar and U.S. Rep. Josh Gottheimer (D-NJ), would require the NSA director to develop strategies to secure AI-related technologies, according to the bill’s text.

“I am proud to join my colleagues in introducing the Advanced AI Security Readiness Act to draw a clear line that we will not allow our foreign adversaries to steal, exploit, or weaponize American innovation,” said Rep. LaHood. “Congress must secure our capabilities and ensure the United States stays ahead in this critical domain.”

Specifically, H.R. 3919 would require the development of an AI Security Playbook to address vulnerabilities, threat detection, cyber and physical security strategies, and contingency plans for AI systems to safeguard U.S. AI innovation from espionage and theft and to maintain national defense and technological leadership, according to a bill summary provided by the lawmakers.

The playbook would set cybersecurity standards, identify high-risk vulnerabilities, support potential U.S. secure development pathways, and proactively identify and mitigate threats of technology theft, the summary says.

“AI is a strategic asset vital to America’s economic and national security, not just another tech trend — it has immense power, and we should treat it that way,” said Rep. Moolenaar. “This bill is a major win for our families, businesses, and communities, giving our national security agencies the playbook they need to defend artificial intelligence from malicious actors across the globe.”
