Bipartisan Kinzinger bill aims to help veterans through enhanced broadband access

U.S. Rep. Adam Kinzinger (R-IL) reintroduced a bill on Tuesday that requires the Federal Communications Commission (FCC) to evaluate and report on veterans’ access to broadband internet, an important tool in helping veterans find jobs and essential information.

The bipartisan Improving Broadband Access for Veterans Act of 2017, H.R. 3995, would require the FCC to report on overall veterans’ access to broadband, including access for low-income veterans and veterans living in rural areas, within one year of enactment.

“Our veterans face many challenges when they return home, and closing the digital divide and getting connected is one way we can help alleviate part of their transition back to civilian life,” said Kinzinger, who introduced the bill with U.S. Rep. Jerry McNerney (D-CA).

The U.S. Census Bureau and Pew Research Center report that broadband use is significantly lower among low-income populations, while the Department of Commerce has reported that broadband adoption is lower in rural areas. As a result, veterans who fit into those demographics are more likely to be disconnected from high-speed internet access.

“I’m proud to co-lead the Improving Broadband Access for Veterans Act, especially for those in rural areas or those unable to afford it. Broadband access will help our veterans connect with family and friends, apply for jobs, access information on benefits and health services, and so much more,” Kinzinger said.

In addition to assessing current veteran adoption of broadband internet, H.R. 3995 would also require the FCC to report to Congress on strategies to increase broadband use by veterans.

“Broadband access will make a big difference for the more than 20 million veterans throughout our nation,” McNerney said. “Connectivity means increased job and educational opportunities and better access to VA resources, and the findings and recommendations required by this bill will set us on that path.
