Barr sponsors bipartisan, bicameral bill to support workforce participation of recovering addicts

U.S. Rep. Andy Barr (R-KY) on June 14 introduced a bipartisan, bicameral bill that would reauthorize and improve federal programs to support individuals in substance use disorder treatment and recovery who are trying to live independently and participate in the workforce.

“As our nation continues to grapple with the devastating consequences of substance abuse, it is imperative that we prioritize support and resources for those seeking recovery,” Rep. Barr said.

The congressman sponsored the Comprehensive Addiction Recovery through Effective Employment and Reentry (CAREER) Act of 2023, H.R. 4088, with lead original cosponsor U.S. Rep. Sharice Davids (D-KS). U.S. Sen. Mitch McConnell (R-KY) introduced the companion bill in his chamber.

If enacted, the bill would reauthorize two programs created by the original CAREER Act of 2018: the Substance Abuse and Mental Health Services Administration’s Treatment, Recovery and Workforce Support Grant Program and the U.S. Department of Housing and Urban Development’s Recovery Housing Program. 

H.R. 4088 would continue both programs and build on their initial successes, according to a bill summary provided by Rep. Barr’s staff.

“The CAREER Act has played a vital role in promoting workforce development, vocational training, and the acquisition of essential skills in our communities,” said Rep. Barr. “With its reauthorization, we will further enhance the effectiveness and impact of this crucial program, ensuring that American workers are well-equipped to thrive in the ever-evolving job market of the 21st century.”

Rep. Barr also pointed out that the recovery housing provision in H.R. 4088 “will play a significant role in providing individuals battling addiction with the stability and assistance needed to rebuild their lives.”

In 2018, Rep. Barr and Sen. McConnell introduced the CAREER Act, which was included in the bipartisan SUPPORT For Patients and Communities Act, a landmark bill that passed Congress and was signed into law by the president. 

The CAREER Act supports Americans recovering from substance use disorder by providing funding for transitional housing and by ensuring employment support, the summary says.
