Rounds’ bill would investigate creation of joint cybersecurity center with Israel

U.S. Sen. Mike Rounds (R-SD) recently unveiled a bipartisan bill to examine the potential for establishing a joint United States-Israel cybersecurity center of excellence.

“Israel is a world leader in cybersecurity,” said Sen. Rounds. “Partnering with this close ally on a cybersecurity center of excellence, where experts can share best practices and other critical information, can help us bolster the cyber capabilities of both nations.” 

Sen. Rounds on July 29 cosponsored the U.S.-Israel Cybersecurity Center of Excellence Act, S. 2309, with bill sponsor U.S. Sen. Jacky Rosen (D-NV), which would task the U.S. State Department with submitting a report on the potential benefits and impact to the United States of establishing such a center, according to the congressional record summary. 

“As chairman of the Cybersecurity Subcommittee of the Senate Armed Services Committee, improving our nation’s defensive and offensive cyber capabilities has been a top priority of mine,” Sen. Rounds said. “I look forward to working with Sen. Rosen to advance this legislation in the Senate.”  

If enacted, S. 2309 would explore how this center would leverage the cybersecurity expertise of academics, the private sector and government entities in both countries to protect critical infrastructure, according to the summary provided by Sen. Rounds’ office, which noted that a similar joint center of excellence for energy already exists. 

The U.S. Department of Energy and the Israeli Energy Ministry in June 2018 signed an implementation agreement to establish the U.S.-Israel Center of Excellence in Energy, Engineering and Water Technology, which received initial funding from both countries and private-sector investors totaling roughly $16 million. The center will advance energy research and security between the two nations.

S. 2309 is the Senate version of the same-named H.R. 2488, sponsored in May by U.S. Rep. David Cicilline (D-RI) in the U.S. House of Representatives.
