Rooney introduces bipartisan resolution to encourage fair hiring practices for minorities, underrepresented groups

Corporate, academic and social entities would be encouraged to implement hiring practices that give minority candidates a fair shot at upper-level positions under a bipartisan resolution introduced by U.S. Rep. Tom Rooney (R-FL) on Tuesday.

The resolution is based on the NFL’s “Rooney Rule,” which Daniel Rooney, the chairman of the Pittsburg Steelers and uncle of Rep. Rooney, established to require NFL teams to interview minority candidates for general manager and head coaching vacancies.

Rooney’s House resolution would not create any new federal laws. Rather, it would encourage private entities to develop an internal “Rooney Rule” to guide hiring practices, and to implement the rule so that minority candidates are considered before final hiring decisions are made.

“The success we have seen from the Rooney Rule in the NFL is evidence that people of all genders, colors and physical abilities can achieve excellence when given the chance,” Rooney said. “We hope this resolution encourages the private sector to emulate the policy and put into place their own voluntary initiatives for a more diverse pool of applicants for senior and leadership positions.”

U.S. Rep. Alcee Hastings (D-FL), who introduced the resolution with Rooney, said the measure would ensure a level playing field for minorities and underrepresented groups in companies and organizations across the country.

“I am pleased to join with Congressman Tom Rooney in introducing this bipartisan resolution,” Hastings said. “Furthermore, I also want to thank U.S. Sen. Tim Scott (R-SC) for introducing the companion resolution in the Senate, and for his steadfast commitment of moving this critically important issue forward. It is my sincere hope that we will see swift passage of this measure in both chambers.”
