Reschenthaler offers bipartisan, bicameral Better CARE for Animals Act

Bipartisan, bicameral legislation introduced on July 27 by U.S. Rep. Guy Reschenthaler (R-PA) would expand and improve the enforcement capabilities of the United States Attorney General against animal abusers.

Rep. Reschenthaler sponsored the Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act of 2023, H.R. 5041, alongside lead original cosponsor U.S. Rep. Mike Quigley (D-IL), while U.S. Sens. Richard Blumenthal (D-CT) and John Kennedy (R-LA) introduced the same-named S. 2555 in their chamber.

“The Better CARE for Animals Act provides for important animal protections, encourages stronger collaboration between departments, and empowers our law enforcement to combat abusers,” Rep. Reschenthaler said. “As a member of the Animal Protection Caucus, I’m proud to support this legislation and advocate for the better treatment of innocent animals.”

Specifically, the measure would provide the U.S. Department of Justice (DOJ) with the same enforcement authority as the U.S. Department of Agriculture under the Animal Welfare Act, and give the DOJ authority to seize and remove animals suffering mistreatment, according to a bill summary provided by the lawmakers.

“This bipartisan measure gives DOJ the tools it needs to hold animal abusers accountable,” said Sen. Blumenthal. “Civil penalties and suspensions of abusers’ licenses will give the Animal Welfare Act the strength and enforcement it needs to protect animals and keep them out of harm’s way. Mistreatment and neglect has no place in our society. I’m proud to join my colleagues in this bicameral effort.”

The Humane Society Legislative Fund supports the Better CARE for Animals Act.
