Bipartisan Womack bill would update U.S. Flag Code

U.S. Rep. Steve Womack (R-AR) on Monday introduced bipartisan legislation that would modernize the U.S. Flag Code to codify several long-standing traditions and practices related to the display and use of the American flag.

“The American flag is one of the greatest symbols of our nation. The red, white and blue shines as an enduring beacon of hope, and patriotic citizens are proud to display it,” Rep. Womack said. “This legislation simply modernizes the U.S. Flag Code to reflect the special traditions and practices that have become commonplace. At a time when we are seeing increased disrespect for Old Glory, I am proud to ensure Americans have every opportunity to celebrate and show reverence for our flag.”

The Flag Code Modernization Act of 2021, H.R. 4212, which Rep. Womack sponsored on June 28 with eight original cosponsors, including U.S. Reps. Tom Cole (R-OK) and Jared Golden (D-ME), would amend the U.S. Flag Code to ensure certain customs involving the American Flag — such as displaying the American flag horizontally at sporting events or other civic gatherings, allowing temporary items like cushions, napkins, boxes, etc., to bear the image of the American flag, and providing nonprofits and businesses the authority to display the flag — do not violate federal law, according to a bill summary provided by Rep. Womack’s staff.

If enacted, H.R. 4212 also would expand the list of approved days for the flag to be displayed, allow for U.S. postal workers to wear the American flag on their uniforms, and provide for the location of other nations’ flags, the summary says.

H.R. 4212 is supported by the American Legion.
