Bipartisan legislation introduced by U.S. Rep. Pat Tiberi (R-OH) on Wednesday would advance reforms to promote the development of outpatient health facilities and enable hospitals to better serve low-income cancer patients.
The Helping Hospitals Improve Patient Care Act, H.R. 5273, introduced by Tiberi and U.S. Rep. Jim McDermott (D-WA), would resolve issues stemming from the Bipartisan Budget Act of 2015 by enabling healthcare providers that were in the process of building off-campus outpatient facilities to be grandfathered into outpatient payment rates outlined in the Bipartisan Budget Act.
“The Helping Hospitals Improve Patient Care Act takes responsible steps to strengthen Medicare and give hospitals and health care providers the certainty they need to best serve their patients,” Tiberi, the chairman of the House Ways and Means Subcommittee on Health, said. “It is fully paid for and includes many bipartisan provisions that are priorities to members of the Ways and Means Committee.”
The bill would also enable cancer hospitals to continue to be paid at cancer hospital rates at new off-campus locations.
“The Helping Hospitals Improve Patient Care Act makes important changes that will allow hospitals to continue to provide high-quality care to patients as we implement recent payment reforms,” McDermott, the ranking member of the Subcommittee on Health, said. “In addition, the bill improves the beneficiary enrollment process to ensure that Medicare beneficiaries receive clear information that will help them make informed decisions regarding their benefit options. I thank Chairman Tiberi for working in a bipartisan way, and I look forward to continuing to work together to advance this legislation in the coming weeks.”
