U.S. Rep. Andy Barr (R-KY) on Oct. 23 sponsored the Protecting Europe’s Energy Security Act of 2019 along with six Republican cosponsors.
If enacted, H.R. 4818 would impose sanctions on entities involved in the construction of the Nord Stream 2 natural gas pipeline project that is supported by Russia.
“The Nord Stream 2 pipeline is not a commercial project, but rather a political tool that seeks to deepen European dependence on Russian energy resources,” Rep. Barr said.
H.R. 4818 would impose sanctions targeting pipe-laying vessels and foreign entities involved in constructing the Nord Stream 2 pipeline in the Baltic Sea, according to a bill summary provided by Rep. Barr’s office.
The measure would not permit entry into the United States to individuals providing assistance to Nord Stream 2 pipe-laying vessels used for certain Russian energy exports, and would authorize the president to impose sanctions on those providing financial services and insurance to pipe-laying companies supporting those Russian energy exports.
“The energy security of our European partners and allies has been a longstanding strategic priority for the United States,” said Rep. Barr, noting that H.R. 4818 would “ensure Russia does not continue to undermine the energy security of our NATO allies in Europe.”
Among the members cosponsoring H.R. 4818 are U.S. Reps. John Shimkus (R-IL), Paul Mitchell (R-MI), and Bill Huizenga (R-MI).
H.R. 4818 is the companion bill to the same-named S. 1441, which was introduced in May by U.S. Sens. Ted Cruz (R-TX) and Jeanne Shaheen (D-NH).
