In the wake of the Kenneland Association endorsing the Thoroughbred Horseracing Integrity Act (THIA) last week, U.S. Rep. Andy Barr (R-KY) discussed the significance of the Kentucky racetrack’s support and the importance of seeing the bipartisan bill through to becoming law.
“The support of Keeneland, my home racetrack and home of the 2015 Breeders’ Cup World Championships, is a significant sign of momentum for our legislation, and further evidence of the broad and growing coalition on our efforts,” Barr said. “I thank the Keeneland Association and all those who are fighting with us for the future success, integrity and competitiveness of the thoroughbred industry.”
Introduced earlier this year by Barr and fellow Rep. Paul Tonko (D-NY), THIA would set up an independent, nongovernmental anti-doping authority that would install a national uniform medication program, developed with input from within the thoroughbred industry. The legislation would work to encourage fair competition and a level playing field with consistent regulations across state lines, assuring full and fair disclosure of information to purchasers of breeding stock as well as to the wagering public, while providing for the safety of horses and jockeys.
